Sweater Dress?

Ellen showed this lady on her show from Monday who had a bit of a wardrobe malfunction.  I'm not entirely sure if this was meant to be a sweater dress or a sweater to wear with pants...you can make that call for yourself.  However, it's not something I would wear in public.  Like Ellen says, it's important to test your skirt or dress before you leave home...you may need to jump around or something.
